Steven Haynes completed a 20 year career in the United States Navy and Naval Reserve as a Weapons Technician Senior Chief Petty
Officer and was Honorably Discharged in 1996. His assignments included tours
aboard Navy ships and shore commands as a nuclear weapons specialist, emergency
response team leader and senior enlisted leader.
Steve Haynes served as the Division Officer and Chief
Instructor for a Navy basic and advanced counter-terrorism training school,
Shipboard Security Engagement Tactics/Weapons (SSET/SSEW), providing
instruction in counter-terrorism tactical operations and combat shooting
courses for Atlantic Fleet shipboard security teams. He taught over 3200
security force personnel to respond to a wide range of security and
counter-terrorism related incidents. He was recognized as one of the most
knowledgeable counter-terrorism experts available to Atlantic Fleet commands.
Steven Haynes was also instrumental in developing a Navy-wide counter-terrorism
film used to train Navy personnel in responding to an aircraft hijacking and
hostage situation.
His additional duties included serving as the security
training command liaison on various boards and working groups sponsored by the
FBI, Naval Investigative Services, Navy SEAL Teams and local law enforcement
partners. His Navy training and qualifications include: Firearms Instructor,
Master Training Specialist, Range Master, Rappel Master, Master Parachutist,
Long Range Marksman Instructor, Nuclear Weapons Security Officer and Naval
Courier among a long list of others. His last active duty assignment was as a
member of the commissioning crew of a Navy aircraft carrier, the USS George
Washington, (CVN-73) where he was designated as the Ship’s Security Force
Commander by the ship’s Commanding Officer and was responsible for all security
and counter-terrorism operations.
He developed a training and qualification system to
train over 200 ship’s security force personnel in weapons and tactics,
anti-terrorism and counter-terrorism response procedures. During the ship’s
commissioning, he organized and managed a protective services detail to provide
protection for Mrs. Barbara Bush, the Secretary of Defense, the Secretary of
the Navy and the Chief of Naval Operations. He received praise worthy comments
from his Secret Service and Naval Investigative Service counter-parts.
Steve
founded and is the Managing Director of Specialized Risk Team (Texas DPS-PSB
License C18833), a security consulting and investigations company, based in
North Texas. Specialized Risk Team performs safety, risk management, emergency
management and security consulting services, training, tactical
operations/specialized security operations for regional and national clients.
Steve Haynes has over 34 years of leadership and executive management
experience with the military and law enforcement as well as public and private
sector companies. He has published numerous articles related to
counter-terrorism and bomb threat management in professional journals and is a
highly sought presenter/speaker at regional and national security and risk
management conferences.
